Remarks:	Flight No: 1778. On behalf of Pakistan Air Force (Reg.: 4282). During landing the aircraft encountered a sudden updraft first, followed by experiencing a degraded aircraft performance. The aircraft then suddenly lost airspeed rapidly, resulting in aerodynamic stall. Full power was applied and the nose lowered to gain airspeed. The speed dropped to 77 knots, the aircraft descended and struck the ground rear first. The airplane had sustained severe structural damage. Upon the basis of the foregoing findings of fact and upon all the evidence available at this time, it is the opinion of the Accident Board that the probable cause of this accident was a heavy accumulation of ice on the airplane wing tips and ailerons (despite anti ice on), increasing the stalling speed and the drag of the airplane on the power required to maintain flight, which rendered the airplane uncontrollable. Another contributing factor is the lack of specific guidelines, procedures and training for avoiding and escaping from low-level windshear; and the lack of definitive, real-time windshear hazard information. This resulted in the aircraft's encounter at low altitude with a microburst-induced, severe windshear from a sudden updraft accompanying the onset of a thunderstorm located on the final approach course.
